    Wasco High head football coach Chad Martinez resigned on Friday, saying in his resignation letter he "was informed the program needed new direction."     The Shafter City Council has approved an operating budget of slightly more than $34 million for the fiscal year beginning July 1. While this is an increase over the projected $27.8 million to be spent this year, it won’t mean additional taxes for area residents, according to City Manager Scott Hurlbert.     Offense was the name of the game Friday night as the Wasco Reserves came out strong and then held on to beat the California City Whiptails, 11-9, at the Ballpark.     Despite a tough early season, the Wasco Reserves are hoping to turn things around in their inaugural season. "We're going to get better.
