    Coffee time brings together the ladies of Shafter, Wasco and even Bakersfield this next Tuesday to begin another year of Community Bible Study. There may even be snacks, too. CBS meets at Valley Bible Church at 10 a.m. for coffee time as a meeting for introductions and registration. CBS is a local Bible study program for women that is not denomination affiliated.     At 8 in the morning, the doors open to offer a whisper of cool air. Inside, 30 or so kids patter around on the peeling floor of the gym. A few doors down, the little ones get ready to blow black paint all over their papers. Hopefully, in a couple of minutes the inky dots will turn into a beautiful, if lopsided, tree.     In the 1990s, the City of Shafter annexed a large portion of land into the city limits just south of Seventh Standard Road. "Annexation 69" was completed in July of 1997, and it laid the groundwork for the industrial park that continues to grow today. The International Trade and Transportation Center was the centerpiece of that expansion.     In the early 1980s, Kern County got some buses. Kern Regional Transit called the route that services Bakersfield to Delano and back North Kern Express, but now it's simply Route 110. Along the way, the 110 bus stops in Shafter, Wasco and McFarland to pick up a few passengers. If you were to catch a ride on 110, there would probably be a good number of students filling the seats.
