    The Shafter City Council held a special meeting on Tuesday night and approved the budget for 2020-21with a unanimous vote. The budget proposal was the same one that had been discussed over the past few weeks with minor changes.     There is a conundrum in Shafter and Wasco that has the cities split on the issue of wearing masks. Since the governor mandated the wearing of masks in public buildings and in situations where social distancing would not be possible, masks have been seen dotted throughout the cities.     Despite the Covid-19 pandemic, Wasco High and Wasco Independence High were able to hold live graduation ceremonies, although they looked different than in years past.
