    Sgt. Moises Martinez, a member of the Shafter Police Department for over 20 years, was found dead in his home Wednesday morning.     The Shafter City Council voted unanimously on Tuesday night to appoint a business growth leader as city manager. Fresno economic director Lance Lippincott was not present at the meeting, but it was reported that he was watching the meeting via Zoom.
