    The Shafter High Generals lost the chance to repeat as Valley Champions when an official blew a call during the overtime period, giving Madera's Torres High a 43-42 last-play win in Shafter Friday night.     There is a new display of art pieces on display at the Shafter Library and Learning Center, thanks to artist Karen Shuett.     The Mennonite Brethren Church of Shafter held its annual Youth Wrestling tournament on Saturday, attracting almost 100 wrestlers from all over the valley.     The Wasco Tigers punched their ticket to the Valley Title game with a 13-7 win over the Liberty Hawks of Madera Friday night.
