Captain Randy Milligan, who has been acting chief of the Shafter Police Department for the past year, has been named to permanently head the force. Pepper is a sweet, energetic 10-month-old German shepherd mix who came to the Wasco animal Shelter as a stray. This playful pup is great with people and other dogs and is always excited to make new friends.
