Beautification project a step toward a vibrant city center

The City of Wasco Historic Downtown Business District Transformation initiative is nearing completion. The beautification project intends to revitalize the streetscape and public spaces along 7th Street from G Street to D Street.

"The current project is nearing completion pending final art installations, the installation of a swing in the plaza, the completion of items in Veterans Park and other minor contractor punch list items," Community Development Director Keri Cobb explained.

Elements incorporated into the renovation include new sidewalks, streetlights, streetscape, refuse and recycle bins, public art, and new and re-designed public spaces.

SMS Landscape Architecture designed the concept, landscape and hardscape. KSI Engineering created the construction drawings. The concept design process included community workshops and surveys, where the community was invited to provide input on the project.

Early discussions and design began in 2020. The total project cost is $6,656,265. "The project is primarily funded through a competitive $5 million Clean California Grant. Other funding sources include a Prop 68 Grant, City Park Impact Fees and General Fund dollars," she said.

Part of the Clean California Grant funding included funding for art installations in the project area. The city wanted to use local artists as much as possible. Collaboration with local artists began with contact with local artist and educator Art Sherwyn, who taught art at Wasco High for 17 years.

"Art has won various regional and national teaching awards, has been a guest lecturer at the university level, and has been shown in galleries locally and along the Central Coast. Art analyzed the locations selected for art installations and began to make contacts in the local community. Ultimately, Art put together a team of six local Kern County artists, three of which are either current Wasco residents or were raised and educated in Wasco."

Cobb said downtown businesses' customers will enjoy easier and safer ADA-compliant access and a more comfortable and inviting shopping environment. She added that, ideally, this project will increase foot traffic and customers at downtown businesses.

Another benefit is that the project will improve the quality of life for residents by providing clean, safe, comfortable and beautiful spaces for the public to shop and gather. The goal is also to contribute to the long-term economic stability of the area and provide a space for community gatherings and events.

Regarding plans to develop the beautification project further, Cobb says, "We have applied for funding for a possible phase 2 and will continue to pursue any available funding opportunities to continue the work downtown."

She said that the project was indeed a team effort. "All of our elected officials and every city department have had key roles in making this project happen. A big thank you to our citizens and business owners. Their patience during the construction phase of this project is greatly appreciated."
